It seems that carbon people are feed up with this tensed, low marging carbon market conditions these days. Everybody talks about consolidations here and there, you see long term colleagues leave to different tasks and departments and the strong believe that everybody in the carbon market belongs to the good guys, is wearing something green and sustainable, is somewhat fading.

One of our lighthouse funds Trading Emissions PLC must show its shareholders quite a massive loss of 44% since the June 2011 valualtion. Tough call, you need a lot of confidence to continue a financial committment in the flexible mechanisms under these weak markets. Having a major booth like TEP tumble will bring disturbance in the market. If they succeed in renegotiation of ERPA prices, others will want cheaper prices too. That may even lead to CDM/JI projects being cancelled, the most sustainable, the most additional ones will be cancelled first, the small scale ones, the green ones. What a pity.

Just imagine the following scenario: An Indian ghetto family took a loan to buy a couple of CFL efficent light bulbs. The loan is largely backed by the sale of CERs. Now the prices get renegotiated or the contracted CER buyer gets its chapter 11 papers and cannot purchase anything anymore, no other purchaser can be found and the loan of the indian ghetto family suddenly is doubled, even tripled! I don’t want to see the headlines from all the major news agencies for that! The carbon market ruins stranded ghetto families!

rumoursandfacts is trying to fill a niche in the carbon market, the authors are still childishly enthusiastic about this little blog and the little niche certainly does occupy.

This blog is a little like the carbon market, it goes up and it goes down. Sometimes everybody is engaged in fruitful discussions, contributors actually learn something new, sometimes rumoursandfacts takes the CITL down because of revealing some malfunction and sometimes there are people just pouring out the shit on rumoursandfacts.

Yes, having desperate and extrem headlines is somewhat necessary to get attention. You are all aware of that. If you want to stick out of the regular news, twitter and linkedin ghetto with your opinions and comments, no chance if you write ‘The EUA price isn flat today’ or ‘Climate change and implications on the renewable energy target of Burkina Faso’. Yes, rumoursandfacts seeks your attention! Your extreme opinions! Free of any burden you may wear in your daily carbon work live! Share good things, share bad things, the authors will be the referees and make sure we stay on an apropriate path.

Rumoursandfacts have never liked communications with lawyers in the past, but it also has never been and will not be afraid of them either. Plenty of lessons learnt already and rumoursandfacts will adapt again to certain more or less justified requests and to our carbon market and its needs. Over the course of the weekend we will restrict access to most of the entries on this blog only to registered contributors. You must fully accept our disclaimer and fully agree to the Chatham House Rule to participate. This has been the basis for all discussions in the past as well, but to not give anybody any doubts about this, you must in the future acknowledge that everything on rumoursandfacts is to engage a lively discussion free of any political, commercial, personal or any other vested interest. An informal trialogue does also not sound so informal anymore though, if half of the carbon community is talking about that. So what is BarCap’s aim to issue a hot air speculation paper about possible outcomes of an ‘informal’ meeting, that may set some guidance for the EU, but definetly not be the “make or break”?

Let take a look in the UNFCCC process. How successful are these informal groups trying to establish a solution only in preparation for an an official document? Closed door policies? Espinosa, Figueres and Hedegaard will most probably get instant face wrinkles by just thinking of some informal groups, as they stand for open doors and transparency.

Poland has clearly mentioned to be against any set aside, so lets expect them to cry like a little child for some major candy to ease their pain in the all so tough and demanding ETS cap. And lets expect the commission to behave like an annoyed and weak mother trying to pull the crying child past the candies at the cashpoint, yet failing completely because of all the attention and faces pulled in the line and finding herself ending up with way to much candy which will spoil all the teeth of the whole family. Fixing that afterwards will require a massive investment in the dentist, different food, etc.

So, putting that in carbon language: No make or break of a set aside at the EU trialogue in end of March. Only Hot Air talk. And new speculations by Trevor and Mark and all the others. Even if they find the least common denomiator, plenty of new questions will pop up: Amount of set aside, responsibilities, intervention mechanisms, triggers, you name it. And inbetween plenty of room for Poland to get a special candy, most likely the other will want one too, sooner or later…
